I can't imagine any normal criminal wanting a short-range, single-shot zip gun when there is a plentiful supply of cheap semi-auto pistols that cost less than a 3D printer. And I imagine some super-duper hitman type was already quite capable of making a gun "untraceable". Just buy a new barrel and install it. They're not serialized or registered, you can buy them anonymously. That gets rid of any chance of tracing a bullet to a gun. So, probably no actual change.
