The SEC reached an agreement with Mickelson for him to refund the money, likely in exchange for not bringing criminal charges against him and also for his stipulated testimony on repaying a gambling debt of $1.95 Million to professional gambler Billy Walters.

The last sentence of the the article sums it up:
