(which is a pretty strange combination at best) that he does not understand the potential danger he and many of those around him are in, and he doesn't really understand how to use his pardon powers.

I was going to say that in his heart of hearts he things he's a good President, but I doubt his thought processes actually extend that far out. Keep in mind that he is a paranoid narcissist, meaning no one else is a real human being to him. He lives in a completely solipsistic world, and he cannot begin to imagine being held accountable for anything. And no wonder, since all of his life he's gotten away with doing whatever he wants, whenever he wants, and to whomever he wants. Winning the election two years ago only confirmed in his mind that he is the only person in the universe.

Of course, more to the point, he would not view those around him as co-conspirators, because that would necessitate his understanding of what he and those around him have really done, and to what extent they've been breaking all kinds of laws.
