And in that case he'd reverse course, deny everything, try to beat the charges, and dare the feds to charge him with perjury for the "false" contents of the guilty plea.

But to answer your point, no I don't think Chuck Todd knows that, because he's so interested in the horse race/soap opera drama/sports analogy/back and forth/mindlessly parroting talking points/etc that he doesn't bother, you know, researching anything that he's "reporting" on.
