8. As I understand it, a parole officer can grant someone the ability to leave the state

However, as you pointed out, he has committed a crime, been arrested, and he has not reported to his parole officer. So, yes, he should be in custody. The only reason I can think of is that, somehow, there is no interstate legal system regarding paroles. Seems very far fetched to me, though. One would think they would keep him in custody and notify someone in OK to come round his ass up.
