Barr needs to cite the case law granting him rather than the House the power to dispose the issue of obstruction. He hasn't done that either. Indeed, Eric Holder said that the reason Mueller cited both sides of the obstruction charge was because the decision was for the House to decide. Indeed, Barr could be in trouble on obstruction himself.
