It is likewise the most important tool to 1. investigate a President's fitness for office, whether criminally liable or NOT and 2. to inform the public in a way that can not be ignored.

Even if Congress votes for impeachment and somehow the Senate either refuses to take it seriously (I don't think they have any ability to REFUSE to even take it up) OR does so but votes against removal, the public education prior to the election of 2020 would be critically important and Fox news will not be able to preempt all from hearing the truth.

Lastly, it leaves a historical record and makes the case that further legislative reforms to Presidential powers will be required to prevent this from happening again.
