What I don't understand is why Barr even asked for the report. Maybe he figured it would be too obvious if he told Mueller, "You're done, and don't bother turning in the report." Or maybe he thought he could redact it and spin it in pre-release press conferences to the point that he could make it worthless anyway.

It should be obvious to any observer that Barr is clearly engaged in a massive cover-up. So if you start from that premise, your questions pretty much answer themselves.

The question that I have is: where is the counterintelligence report? It's required by law to be given separately.
