The “where’s George” people stamp $1 bills all the time to get people to enter them in a tracking database.

They don’t get prosecuted.

Andrew Jackson utterly hated central banks. His feud with Nicholas Biddle and the Bank of the United States is legendary. Jackson would be horrified to see his picture on a central bank’s banknote.
