An air craft carrier is like a small floating city of 5000 or so. Discipline in the ranks is Rule #One. You NEVER break this rule. When you intentionally weaken even one link in the chain, you are sending a very powerful message.
And I'll tell you straight right now, anyone saying that criticism of this appalling lack of order is over-reacting, has NEVER served on a US NAVY ship, in peace time or combat.
