1) The subject matter they consider is not the subject matter of the OP and 2) it has to be a legal authority of a member body that initiates action. Not just "anyone" can do it. That is why there is a continuing myth that Bush, etc can't travel beyond the borders. That is false and they can and have. No member body of the ICC has ever filed a complaint against Bush, etc.
