Might have a touch of dyslexia as well as creeping dementia. Most importantly, he's too f&cking lazy to read or rehearse a speech written by someone else (as they always are), so he doesn't even know what's coming and instead reads whatever he thinks he sees on the page or the teleprompter, without even running it through his brain to determine whether it makes sense. But not much runs through his brain...
