Have been privy to a few of these so called Morning get together's . BTW,this is how many local Governmental Groups get around open meeting laws. The Rotary Club's appear to be the greatest user of this model. The other Groups to be aware of are the Local Chamber's of Commerce.

All about cutting deals without the Public finding out and greasing the skid's to make it happen.
