Well this is assuming the senate in principle is ok with removing both under the right circumstances.

Everyone agrees Donnie has to go. Republicans can't defy Donnie to impeach pence and then leave Donnie in place.

Then they won't be able to agree on a veep, and they won't remove pence without a Republican veep.

So they'll just leave it vacant for the rest of the term.
