As a white, straight male he was able to use the power of the government to SMASH down all others.

Women, POC, anyone he didnt want to compete with his government would SMASH them, imprison them, etc.

Hell, before some of his competitors could even get started their neighborhoods were FLOODED with drugs and unemployment, so that people like Lou could thrive.

His skin color is his protection.
