If Clinton won, then the Garland nomination would have gone through just as it would have/should have while Obama was president. It cost McConnell nothing to delay, except for some liberal malcontents insisting on a president's constitutional prerogatives. But when the three rail billiards shot successfully drew to the inside straight on the hail mary pass and Trump won, McConnell's intransigence paid off bigly.
