2. Who thinks that it's normal to make a big public announcement of a criminal investigation?

That's the part that really stinks to high heaven. No way you do that if you're really interested in corruption. The first thing they hear about the investigation should be when they are arrested or indicted, along with anyone else caught up in it. These bastards all know that.
