The impeachment phase does not determine guilt or innocence. It determines only if there is enough evidence to warrant sending articles of impeachment to the Senate for trial by the Senate. It's similar to a grand jury determining if a person should be indicted.

The Senate holds a trial and determines his guilt or innocence.
