47. Martial law does NOT suspend the Constitution.

The Constitution grants the President to suspend habeas corpus during foreign invasion or insurrection. That's it.
Federal elections cannot be suspended or rescheduled without an act of Congress. Do you think Madam speaker would ever consent to that?
