The Report you cite is a report by the Congressional Research Service. The CRS is an arm of Congress and works exclusively for Congress. Many times it prepares reports at the request of a member of Congress. Other times it simple prepares them without any specific request from anyone.
I think the report is correct, but it is merely a report from some staff researchers.
