I teach school. I know there's a difference between the behavior ordered and behavior observed.

Notice that high-COVID areas have two things true of them. The virus was fairly widespread before harsh(ish) measures were taking place and they're high-density areas with little social distance between stranger networks.

China certainly has the latter--high-density, tight packed networks--but they took measures before it spread too much, and they weren't "harshish" but "damned harsh." None of this "we'll keep schools open, we're not closing them" or "there won't be a lock-down" crap.

(Even that only slows the progression. Harsher measures are needed to stop it.)
