Just claim no income. She might also go back and file 2018 return as that might get the check to her faster. There's no negative and she won't owe anything. You could help her file online if she's not used to that.

I am going crazy because I filed 2018 twice, once electronically and then by mail, and I just got another letter saying they never received my return. No return no check.
