17. He is trying to figure a way to have it both ways.

He sprinkles words like perhaps, maybe, possibly throughout his babbling. That way he can lay claim to whichever side wins out. He does it all the time, always trying to leave himself some wiggle room. Or as I like to say, weasel room. He is a master at it. Listen to him some time. He always leaves room to say, “see, I was right.”

By the way, being a master at this does not make him a hero or to be admired. If anything, it is one more reason to despise him. He never forcefully endorses anything. He almost always leaves an exit strategy no matter how he appears to be endorsing a position or policy. Weasel words are his stock and trade.
