Culturally, in some sectors of that massive population, doing stuff like eating keratin to get a boner (have no idea how that happens , other than in someone's head) is many thousands of years old, that stuff takes time to turn off. As China has gotten a larger middleclass, many people there are pushing back on things like eating dogs and cats, in some cities there, I think eating dogs and cats has been outlawed.
Just telling China to shut down wet markets pronto is like Hindis in India telling the USA to stop people here from eating beef. People will go away from beef for their own reasons, but if the government tried to shut eating beef down, people would be rioting.
