That doesn't make it a Democratic district.

Romney won it in 2012. Bush won it in 2000 and 2004.

In 2012, Feinstein lost the district to Emken. Boxer lost it to Fiorina.

Just because it occasionally goes Democrat doesn't make it a Democratic district.

Case in point: Utah's 4th congressional district. It's currently served by a Democrat. It ain't no Democratic district, tho.
