3. They Had A Plan

They ran an exercise. They graded the exercise. They revised the plan.
Then, they ignored an actual event for 2 months and screwed this whole response up. 20% market value loss, 30+ million unemployed, and 86,000 dead. Not a ringing endorsement for their plan.
If they did this exercise, we'd have heard about it February instead of "democratic hoax". We would have heard some detail about containment plans in early March, not "15, it will be soon be to zero", or " it goes away in the spring".
The put this response plan story together since Monday.
