Geez, if "safe" doesn't matter, then it might as well be bleach!!!
On top of that, they'll make 300 million doses without knowing if it works.
So, don't care about safety, don't care about efficacy, don't care about cost.
Design engineers say there are three things to a project. Low cost, timing, and quality. You can never have all 3.
In this case, they're barely getting one!
