learned during the Obama administration that they could, quite effectively, impede government and subvert the will of the majority that elected Obama.

They will try the same tactics again. That's why it is important to gain a majority in both the house and the Senate AND change the rules of the Senate to prohibit total obstruction of the house and the presidency.
