In addition to the Secret Service and military aide, the White House Communications Agency officers are always just a few feet from him and can connect him to anyone anywhere in the world. That's the main point of their job. If a staffer needs to reach him, the WH switchboard or signal operator can easily patch them through to WHCA, who can put them on the phone with the president within seconds.
