we are seeing a messed up kid who fell through the Juvenile Justice system. Apparently Rock County is like many Smaller population Counties,if mom and dad are related,the kid is just allowed to keep on Keeping on.

Well he did keep on,now two are dead and a third crippled. Sixteen and seventeen and Booze as well as aggression does not end up well for some.
