While voting is a right that should be returned to all citizens, especially after paying their debt to society, I'm not sure this would have the effect that a lot of people think will result. Any thoughts?

I think they are out, they just can't vote until some amount is paid, whatever that is.

I think a commitment to vote as the requirement to get criminal penalties paid would be illegal.
