And, if a vaccine has some efficacy, they really won't know how much it actually is in the field.

You'll have a bunch of people receiving vaccines that are anywhere from 0-40 plus percent effective and walking around as though they are now immune from contracting it--only to subject themselves and their families and others to infection.
