receptions and meet and greets were held before and after the Rose Garden affair.

Not impossible that some infection was done outside in the Rose Garden, but more cases and more likely inside in enclosed spaces.
Several of those infected - Kellyanne Conway, Stepien, Chris Christie, and others were in the (indoor) debate preparations for lengthy time periods.

Under average situations a quick hug or handshake will not give the illness; a longer exposure of approximately 15 minutes is more the norm.
Not to say care and hand-washing, etc. shouldn't take place.
(I'm not a medical person, just an avid reader.)
