I read about them in Rutger Bregman's terrific book Utopia for Realists, which also covers the benefits of open borders, paternity leave, and the 15-hour work week. Even Nixon tried to institute universal basic income at the urging of economists. It just makes sense and the people who fear the poor will misuse the benefit are probably projecting their own lack of self-restraint as most poor people are far more careful with their money than most of the rest of us.
