and the Democratic chair of the local board of elections knows Roberts Rules backwards and forwards (he was also on the faculty at the law school, so I regularly hear the rules at the faculty meetings).
I don't expect everyone to know the perfectly - but anyone chairing a public meeting ought to know the most basic of basic rules.
