5. it's unclear....

first, harris and the 2 ga senators need to be sworn in, and then a leadership vote needs to be held.

harris is automatic, but mitch has the power of the schedule on everything else. He can drag his feet on swearing in the new senators, and then he can refuse to schedule any votes or floor debates, making it difficult to force a leadership vote.

It could be weeks or even months if he decides to shut the senate down procedurally.
