I'd worry about whether there is an effective command structure and proper integration of the hastily assembled forces.

A grandnephew was in a National Guard deployment to Afghanistan and that started with several weeks of training in the US and later the Middle East prior to going to Afghanistan.

21 K is only a division and a half.

During the First Battle of Bull Run, both the Union and Confederate forces numbered about 36,000, although only about 18,000 each were involved in the fighting.
