I think he did it because he knew Raskin could very well call for witnesses. He might have been trying to say, "Don't bother."

And not necessarily because McConnell doesn't think there should be witnesses. Because he thinks it won't matter where the vote is concerned. Again, he's not entirely wrong.

I'm sure he also knows that it looks worse for the GOP as more information becomes available, so that's likely part of the motivation. Some of that's hidden behind the "won't matter".
