It's like confronting someone outside a bar who is obviously falling down sloppy drunk. Someone who has already been in multiple drunk driving accidents in which people were killed, including at least one hit and run.

The police show up and they say, "Now Donald, we know you're deadly behind the wheel. We know you've expressed no remorse at what you've done. We know you're dangerously drunk right now. Bad boy! Bad bad boy! Now, here are your keys. Have a nice day!"
