1. Yeah, they deregulated the customers out of the equation and left the rules to the industry

to set as they saw fit. Of course the residential and/or other customers got screwed in the process, while the industry got away w/ not having to spend 10s of millions, probably more money to update the infrastructure. Heads should roll, especially when these slack rules put so many at risk.
