They facilitated what they were ordered to order others to not do, per their unstated stand down orders.

The Miller Memo says it all, and he couldn't have written it without orders from his Commander-in-Chief, Trump.

Trump's hoping that his facilitating the mob won't be seen as sedition or treason. But that's exactly what it still is.
