This observation appears in Ian Fleming's book "Goldfinger":

“Mr Bond, they have a saying in Chicago: 'Once is happenstance. Twice is coincidence. The third time it's enemy action'.”

While there is some question as to where Ian Fleming picked up this quote, there is no question that the observation is accurate.

So -- now the question is: "Who is the enemy?" I think we all know the answer to that.
