Crossing state lines or going out of the country is what would make it trafficking. The trafficking law is intended to protect girls and women from forced sex service. Some might be consenting, but some, especially younger women still in their teens, might have been recruited and groomed while underage. Sometimes women and girls from other countries are recruited with deceptive job offers and promises of immigration being arranged for them. Then they are forced into sex "to pay the immigration costs."

We don't know enough about this teen yet to know what the situation is.
