(3,255 posts)There had already been some court rulings in England against slavery and especially in the southern states it was important because the wealth was tied up in land and slaves. Why they gave the slave states the representation of 3/5 of their slaves no one really knows but it was in my opinion what eventually became the Civil War. Even at the beginning of the Civil War an abolitionist could not have been elected to the Presidency, but the years of resentment over being ruled by a small and wealthier minority in the south who continuously opposed infrastructure improvements like a transcontinental railroad and better roads and bridges lead up to a huge resentment. On the flip side the seditionists promised cheap slaves for the poor people when the south seceded and the import ban was eliminated. Sounds just like today.
