Cheaters like Trump cheat at everything. And when someone cheats and still loses, they fly into a rage and claim the other side was cheating. Trump spied on the Biden campaign, that is a 100% certainty, he used the DOJ and any other agency he could get to do his bidding. And he lost anyway, that's part of why he can't accept his defeat, he thought he had rigged the game for himself.
