9. Nobody does

This is one of those things where people are unfortunately going to have to accept that its nobody's fault. A potential problem was identified as they commonly are. A remedy was proposed. An assessment was passed. They were going to start repairs. Nobody - not one person - believed the building was in eminent danger of collapsing? Why? Because buildings don't fall like that. The fact that buildings don't fall like that due to the issues identified removes any and all legal liability. That's just how its going to have to be. Nobody could have known that was going to happen.
