Investigative reporters have no professional interest or responsibility in building the case to the level that woul allow the courts to authorize a grand jury, or presenting evidence that will yield indictments, or proving their case in court beyond reasonable doubt, or see through a conviction to fit the crime.

The threshold for investigative reporters is whether their evidence is "fit to print", as determined by their media outlets. Other than bruised egos and, in exceptional cases, losing their jobs, they suffer no consequences for being wrong.
