They must never be allowed to enter - or to linger outside surrounding DC and disrupting incoming and outgoing traffic. Once inside DC, they would be much harder to get out. Plus, when mob mentality takes over, who knows what could happen? They will no doubt be toting guns with a store of ammunition in their trucks. It would be like letting a Trojan Horse inside the city.
