3. I just received my ballot, applied at the end of March

There was a note up at the Delaware Co. election board website indicating a huge number of ballot requests. They didn't start mailing them out until April 21st. I think the first date you can use the drop boxes is on May7th. So, you still have time and, of course, the election itself isn't until the 17th. If you become concerned I'd call the local office. They're usually friendly and helpful.

As for the debate? I don't think it was advertised very well and only a few venues carried it live. I had the dates all screwed up and literally stumbled on it over on C-span.
