So, it would seem to be from the standpoint of the grand jury, OK to chase down and shoot at a suspect who robbed you - BUT WHO NO LONGER POSES A DANGER BECAUSE HE IS RUNING AWAY. Maybe the grand jury was thinking about the cops that routinely pump bullets into fleeing suspects and wanted to make sure that remains 'OK' too. Wtf is right.
